Mr Claudio Sandoval, chairman of the Philippines Assembly’s Committee for National Defence, told officers of the Army Reserve Training School that: “Indications point to involvement of these islands in war sooner than most people expect. We. therefore, are preparing for the worst and our armed forces are being made ready for a call at any moment." The Philippines Customs authorities have halted the loading of metal and oils on several steamers, including the Kinukawa Marti, pursuant to a new order extending the operation of the United States Export Licensing Act to the Philippines.
