EVIDENCE OF INCREASING TENSION DEMAND FOR CONCESSIONS IN UKRAINE. HEAVY FORCES MASSED ON FRONTIER. (By Telegraph—Press Association —Copyright; NEW YORK, May 2. The Washington correspondent of the New York “Herald-Tribune” says that evidence of increasing tension between Germany and the Soviet Union is seen from reports that are reaching Washington as both countries concentrate huge armies on the border of the Ukraine. Some officials believe the tension may lead to a conflict by early July unless the Soviet makes substantial concessions to Germany. It is estimated that Germany has concentrated 900,000 men on the border of the Ukraine, with another million in reserve, and the Russians are said to have 2,000,000 men along the entire Russian frontier. It is believed the Germans are now putting pressure on the Russians to obtain a foothold in the Ukraine through special rights to the exploitation of oil resources and other privileges.
