Colonel Knox stated that the navy expected to build a substantial number of high-speed "mosquito” boats for Britain, but stressed that larger warships were not available for transfer. All naval reserves which remained inactive would be mobilised next month, involving nearly 5000 officers and men. The Senate Foreign Relations Committee today quashed by 13 votes to 10 a resolution by Senator Tobey that would have prohibited the convoying of transports and war materials to Britain without Congressional sanction. Admiral Land, chairman of the Maritime Commission, earlier disclosed that President Roosevelt was planning to create a vast pool of American merchant vessels and of requisitioned foreign ships, to be used anywhere at any time ih connection with defence-.
