* NEW COMMONWEALTH ISSUE. OPENING AT END OF MONTH. (By Telegraph—Press Association —Copyright) (Received This Day, 12.5 p.m.) SYDNEY, This Day. A new 35 million Commonwealth War Loan opens for subscription on April 30. The rate of interest on -short term securities maturing in 1946 will be 21 per cent and on long term securities, maturing 1955-56, will be 31 per cent.
