Morgenthau (Secretary to the Treasury) announced today the largest taxation programme in American history. The Administration and Democratic and Republican Congressional leaders have unanimously agreed to ask for 3.500 million dollars in new taxes in the ensuing year. This is the first time that all parties have been invited to confer on tax proposals. The figure is reached on the basis of taxation to cover two-thirds of the expenditure and borrowing one-third. The total year's expenditure is estimated at nineteen billions. Existing taxation will produce 9.' billions.
