The “Daily News" says that according to the French cognac manufacturer. M. Fernand Dechambre. a German and Italian armistice commission, comprising sixty technicians, has arrived at Martinique, thus raising the question whether French sovereignty has been usurped, and the terms of the Havana Treaty violated. Authoritative quarters in Washington said they knew of no basis for the "Daily Nows" story.
