NEW THREE=YEAR PLAN IN CHINA GOVERNMENT MONOPOLIES. TN STAPLE COMMODITIES. 5 (By Telegraph—Press Association—Copyright) CHUNGKING. April 3. An influential member of the Kuomintang Central Executive Committee said today that China’s economic struc- ' ture has been placed on a full war time ' basis by the Committee's eighth plen- ■ ary session, which adopted a three- ’ year plan calling for Government monopolies on salt, sugar, tobacco, wines and tea. The monopolies decision was follow- , ed by another to divert land tax re- ' venues from provincial governments to the Chungking Government. The Chinese Press has expressed complete approval, saying that the fact that the Central Government has taken no drastic economic measures during three and a half years ol war has demonstrated the nation's basic strength. CABINET CHANGE MR QUO TAI-CHI MADE FOREIGN MINISTER. CHUNGKING. April 3. It is officially announced that Mr Quo Tai-chi has been appointed Foreign Minister, succeeding Mr Wang-Chung-hui. This change is .interpreted in many circles as a further indication of close Sino-British relations, since Mr Quo Tai-chi is generally regarded as having been extremely successful. His London successor has not yet been announced.
