London observers consider that he will re- , quire all the superb tact for which , his countrymen are noted to con- . dole with Mussolini on the crushing defeat inflicted on the Italian Fleet by the Royal Navy. It is even suggested by one or two • commentators that Japan's partners in ’ the Tripartite Pact might have shown greater consideration for Mr. Matsuoka’s feelings in the time of his visits to these two capitals. He arrived in Berlin just in time to witness the overthrow of one of the more tortuous of the Nazis' bargain intrigues by the irresistible revolt of democratic national sentiment in Yugoslavia and he must continue his considerations at Rome while the world awaits the final collapse of Fascist resistance in East Africa.
