March 31. “The outlawed Communist Party still has a large and active underground membership, which is attempting to foment labour trouble in industries engaged in war work. says Mr Stringer. Commissioner of the Ontario Provincial Police in his report for 1910. released today. The report says the party, the whole of whose leaders are either interned or in hiding, has also attempted in recent months to create resentment among youths called up for military training. Literature has been distributed in military training camps, colleges and schools, calling on youths to organise and fight the present system of government. To combat the party’s activities in war plants, efforts have been made to strengthen the protective facilities of plants, while known agitators are kept under surveillance to thwart their efforts to foment unrest and weaken Ihe workers morale. The Jehovah’s Witnesses Sect is still quite active, but rigid enforcement of the regulations is having the desired effect. Huge quantities of literature have been seized and confiscated.
