Lieutenant-Commander Fletcher (Parliamentary Secretary to the Admiralty), in a speech at Weston-Super-Mare, said: “Mr Matsuoka’s Berlin visit is likely to lead many people to consider the position of the Japanese Ambassador in London. An ambassador and members of his staff have many opportunities of reporting matters of interest to our enemies. "I see no reason for wearing kid gloves .or even three-ounce ones, in this matter and tolerating hostile observers in our midst, when lighting an enemy who is using bare fists and knuckle-dusters."
