SOUTH AFRICAN BY-ELECTIONS. (By Telegraph—Press Association —Copyright) JOHANNESBURG. March 20. By-elections after the resignations of General Hertzog and Dr. Havenga resulted in a victory for Nationalist Party candidates over candidates of the more moderate Afrikander Party, which was formed by loyal followers of General Hertzog when the latter loft the Nationalist Party.
