The Japanese Foreign Minister (Mr Matsuoka) opened the Thailand-Indo-China peace conference, stressing Japan's determination to maintain the security’ and stability of East Asia. Mr Matsuoka added that Japan considered that the continuation of the war was undesirable in the interests of all East Asia, and therefore had decided to mediate. Japan's policy was; "The establishment of a sphere of common prosperity throughout Greater East Asia — an historical necessity in face of world history."
