Mr Matsuoka told the Budget Committee of the Lower House that agreement has already been reached with Biissia to negotiate an important treaty in an effort to effect an all-round adjustment of Russian-Japanese relat ions. In the House of Peers a resolution was adopted similar to that- of the Lower House promising support for the Government’s policy of solidifying Japan's war time structure in order to meet the international situation.

The speech yesterday by the Japanese Foreign Minister, in which the United States' policy in the Pacific was attacked, has been followed up in Tokio by the Minister of the Navy .who said that consideration was being paid to the American naval expansion. ! The newspaper "Asahi Shimbun" i says that Japanese-American relations ! have reached a stage where a single spark would precipitate a conflict. The , paper suggests that the United States, i in acquiring bases in the Far East, is i preparing to use commerce raiders i against Japan.
