Informed circles said that inspired German Press comment this afternoon describes President Roosevelt’s speech as '‘provocative and marked by an arrogance that could hardly bo exceeded” and adds: "President Roosevelt's complete ignorance and lack of understanding of the present great processes of the historical development in Europe makes himself and the United States people the enemies of Germany. Italy. Russia and Japan."
