STATEMENT BY EMPEROR. (By Telegraph—Press Association —Copyright) TOKIO, December 26. Emperor Hirohita formally opened the 76th session of the Diet, granting a rescript in which he stated: “We are pleased to see that the intercourse between Japan and the Treaty Powers has become closer. However, the prevailing unprecedented disturbances through the world appear to be endless, and we therefore wish the entire Japanese nation to exert greater efforts in assisting the Government to conduct the affairs of the State.” He instructed the Parliamentarians to approve the Cabinet's Budget.
