* APPOINTMENT OF LORD HALIFAX. STATEMENT BY MR HULL. (By Telegraph—Press Association —Copyright) WASHINGTON, December 23. The Secretary of State, Mr Hull, said that Lord Halifax’s appointment would be highly welcome to the United States Government and also to the American people. “Lord Halifax has a record,” he said, “such as to recommend him highly to the United States, where the members of the Government are looking forward to’ working with him.”
