Intensifying war time control, the Government decided to invoke national mobilisation laws, and an article authorising trade control, whereby the Minister may designate, restrict or prohibit articles being imported or exported. Prince Konoye, explaining the invocation of this .and also other articles, including Press control for the protection of State secrets, asserted they were necessitated for perfecting the national defence because of Japan’s serious situation after signing the tripartite pact. The reference caused considerable speculation. It is recalled that since Japan joined the Axis, American shipments of vital war materials have been restricted, and the United States and Britain have increased financial aid to China.
