<> IN AMERICAN POSSESSIONS. ADMIRAL HAROLD STARK’S ADVOCACY. (By Telegraph—Press Association—Copyright) WASHINGTON, December 1. Admiral Harold Stark, Chief of Naval Operations, in his annual report, called for advance naval bases, "in our own overseas possession, wherever they are needed, be it Puerto Rico. Hawaii, or Guam," to permit operations in areas where national interests are liable to attack.
