YUGOSLAV POLICY
NOT SIGNING AXIS PACT AT PRESENT. ACCORDING TO SPANISH CORRESPONDENT. (By Telegraph—Press Association—Copyright) (Received This Day. 9.5 a.m.) MADRID, November 27. The Spanish News Agency’s Berlin correspondent says Yugoslavia is not signing with the tripartite pact at present. Bulgaria’s abstention is due to Turkey's confusing attitude, and the Soviet is playing its cards with the extraordinary prudence characterising all Russian movements since 1939.
