TWO-OCEAN NAVY
AMERICAN CONSTRUCTION PLANS. SPEEDED UP CONSIDERABLY. (By Telegraph—Press Association —Copyright' (Received This Day. 9.20 a.m.) WASHINGTON, November 21. Naval authorities believe that the recently inaugurated speed-up will reduce the scheduled time for the building of a two-ocean navy by 121 per cent, placing battleships, cruisers and destroyers in operation 4 to 7 months ahead of the plans.
