FOURTH PERIOD LICENCES. ONE MORE SHIPMENT FROM BRITAIN. (By Telegraph—Press Association.) AUCKLAND, November 18. Only one vessel is now likely to leave Britain with cargo for New Zealand in time to arrive before December 31, the date following which fourth period import licences become ineffective, according to information given to Auckland importers. This vessel is fully booked, it is stated, and as its present sailing date and its progress is dependent on the exigencies of the war situation, there can be no certainty about its time of arrival. In the circumstances it is clear that large quantities of goods will be shut out of the fourth importing term. Long delay in the issue of fourth term licences, more specially special licences, mean that many orders have not been placed in time for arrival within the period. Indeed, special licences are still being issued. "The issue of licences now is ridiculous,” said one importer. “It is no earthly use lodging orders in Britain now for delivery before the end of the year.”
