They added that the department had not received Hitler’s proposed terms as reported in a London newspaper. Commenting on Hiller’s rule in various conquered countries, the New York “Herald Tribune” says that evidence is accumulating that something has gone wrong with Hitler's new order. Bombs and bloodshed are not all-powerful, and there is a definite suggestion of a hitch in the proceedings. There is still no visible new order in Europe, but only a thundering new war in the Epirus, mountains, which is claimed to be no part of the German plan. Continued failure to organise a shattered Europe, which is not yet conquered. may prove a serious blow to the supposedly superhuman statesmanship which was supposed to last 1000 years, says the newspaper.
