CHARTERS TO RUSSIA. JAPANESE APPLICATIONS REJECTED. (By Telegraph—Press Association—Copyright) NEW YORK, November 2. The Maritime Commission records reveal that since July 25 it has approved the chartering of 10 United States tankers to Russian interests, despite its announced policy disapproving of such charters outside the hemisphere. In the same period the commission rejected six applications to charter tankers to Japanese interests. It approved of the charter to Russia of 11 freighters and rejected two similar Japanese requests. It is also revealed that Russia in the last four months has bought 1,000,000 barrels of high-grade automobile petrol easily convertible to aviation fuel. .
