SOVIET OPPORTUNIST POLICY BETWEEN TOTALITARIANS AND DEMOCRACIES. “CLANDESTINE NEGOTIATIONS. (By Telegraph—Press Association —Copyright) TOKIO, November 1. The newspaper “Hochi” issues a warning against complacent optimism regarding negotiations for a pact between Japan and the Soviet, asserting that the Soviet is pursuing an opportunist policy, standing between the totalitarian States and the democracies. “It is well known that the Soviet is carrying on clandestine negotiations with England and the United States,” the newspaper states.
