Whether the commission will be established in Rome is still under negotiations. The Foreign Ministers of the respective countries will be the chairmen and the Ambassadors senior members. The Kokumin Shimbun says Prince Konoye will reorganise his Cabinet shortly in view of the international situation and that in the Pacific. Germany is preparing to launch a general offensive against the British Isles. The United States is leasing Singapore, and England and the United States are preparing to offer joint defence to the Netherlands East Indies. EAST INDIES OIL JAPANESE NEGOTIATOR CONFIDENT. The “Nichi Nichi Shimbun’s” Batavia correspondent says that Mr. Kobayashi, before leaving for home, expressed confidence that the oil negotiations would be successful. "Because oil is absolutely essential for Japan,” he saild, “we thoroughly discussed the problem apart from other matters. Fortunately the Dutch authorities appreciated and understood our viewpoint and offered some oil. However, we asked for a greater allotment. The negotiations are at present proceeding smoothly, and for this reason I am hopeful and confident that they will be successful.” ARMY CHANGES (Received This Day, 11.3 a.m.) TOKIO, October 22. Lieutenant-General Hyotata Kimura has been appointed Chief of Staff of the Kwantung Army, replacing Lieu-tenant-General Jo limura, who is assigned to the General Staff.
