PRESIDENTIAL CANDIDATE’S POLICY. AMERICAN PROTECTORATE. (By Telegraph—Press Association—Copyright) (Received This Day, 11.15 a.m.) MANILA, October 21. The president of the Filipino Federation of America, Don Hilario Camino Mancado, has filed his candidacy for Commonwealth President in 1941, advocating a perpetual Commonwealth under the protection of the United States. He proposes to give the United States bases in the Philippines in return for American aid for education, business and development.
