JAPANESE ENVOY LEAVING FOR HOME. GERMAN CONSUL PERMITTED TO DEPART. (By Telegraph—Press Association—Copyright) (Received This Day, 9 a.m.) BATAVIA, October 21. Mr Kobayashi will be en route to Japan tomorrow; apparently as the result of urgent orders. Howevei' it is announced that economic negotiations are continuing. As a result of a Netherlands-German diplomatic agreement, the German Consul, Dr Wilhelm Timann, has been permitted to embark for Japan.
