OFFERS BY COSTA RICA & ECUADOR ANNOUNCED BY PRESIDENT ROOSEVELT. NO NEGOTIATIONS ELSEWHERE. (By Telegraph—Press Association—Copyright) (Received This Day, 12.30 p.m.) WASHINGTON, September 6. President Roosevelt announced that Costa Rica and Ecuador had offered full co-operation in hemisphere defence. He denied that the United States was actually negotiating anywhere for the acquisition of additional bases.
