It is learned in authoritative quarters in London that German exporters being unable to fill orders for deliveries in both the United States and Latin America during September and October are now being compelled to deplete their reserves of foreign exchange in the United States by purchasing goods from United. States manufacturers in order to cover these contracts. In come cases where goods arc being shipped they are marked with German labels in order to conceal from the purchasers Germany's inability to maintain direct supply. In other cases, it is learned, United States exporters are refusing to fill orders which are known to be placed merely in order to implement German guarantees.
