U.S.A.=CANADIAN PLANS SHIPMENTS OF MILITARY SUPPLIES. BASES IN NEWFOUNDLAND & ELSEWHERE. (By Telegraph—Press Association—Copyright) WASHINGTON. September 6. The chairman of the American members of the Canadian-United States Joint Defence Board, Mr La Guardia, indicated after a conference with President Roosevelt that United States and Canadian co-operation would include extensive shipments of military supplies over the international border. He said there would be two United States bases in Newfoundland. “There has been a common understanding by the joint defence board that we have a common problem,” he said. "We are very much ‘concerned with the defence of the North Atlantic coast and it so happens that all strategic points for defence are in Canada.” The House of Representatives tentatively adopted an amendment to the Conscription Bill postponing the draft for 60 days to test the voluntary system. The amendment, sponsored by Mr Fish, requires the President to call up 400,000 volunteers. If after 60 days the number is not obtained the draft may be exercised to fill the deficit. The Secretary of State. Mr Cordell Hull, indicated that the Latin American nations welcomed the use of the facilities for bases obtained from Britain. It is reported from San Jose that the Costa Rica Government has offered the United States a lease of the Cocos Islands for a naval and air base.
