THREAT OF INVASION
APPEARS TO HAVE PASSED JAPAN & INDO-CHINA. ATTITUDE MODIFIED. (By Telegraph—Press Association —Copyright) LONDON, September 6. It is reported from Hanoi that the threat of invasion of Indo-China appears to have passed. One explanation is that the chief negotiator, MajorGeneral Nishihara, exceeded his authority and modified his attitude under pressure from Tokio when the French warned that they would offer armed resistance. The Hong Kong correspondent of the dissociated Press of Great Britain says it is authoritatively stated that the preliminary basis of an agreement gives Japan a limited right to land troops and supplies at Haiphong. The Moscow radio stated that the French authorities in Indo-China had agreed to supply iron, coal, rubber, and other raw materials to Japan conditionally on Japan refraining from war operations in French territory CONCILIATION PACTS DOMINIONS & UNITED STATES. WASHINGTON, September 5. The British Ambassador, Lord Lothian, Mr Christie for Canada, and Mr Casey for Australia, are going to the State Department tomorrow to sign conciliation treaties with the Secretary of State, Mr Hull, on behalf of New Zealand, Canada and Australia. A British agreement which has been effective since 1914 will continue in force. A similar agreement was previously signed with South Africa.
