To overcome this difficulty the Federation suggested that a sub-association having its headquarters at Masterton or other suitable centre, should be formed. The opportunity for direct representation to the Government of a body representative of all school committees throughout the Dominion was freely given by the Minister and should be backed up to the fullest extent by school committees in all parts of the country. The question of appointing delegates to a meeting to be held in Masterton was left to the chairman and secretary.
