VISIT BY JAPANESE SPECIAL ENVOY.
(By Telegraph—Press Association.) (Received This Day. 11.45 a.m.) TOKIO, August 27. It is announced that Mr Kobayashi is going to Batavia on September 2 as a special envoy. Members of his suite, including Colonel Ishimoto. chief of the Natural Resources section of the Army's Ordnance Bureau, are leaving on August 31.
