RUMANIA RESIGNED
TO NEED OF “PAINFUL SACRIFICES” CONCESSIONS TO BALKAN NEIGHBOURS. MODERATION IN DEMANDS URGED. (By Telegraph—Press Association—Copyright) BUCHAREST, August 9. The Prime Minister, M. Gigurtu, issued a statement in which he said Itiiiiiania must make territorial concessions to preserve peace in south-east Europe. “Kumania finds it necessary to follow a pro-Axis policy, which imposes painful sacrifices,” he said. ‘‘Nevertheless, Bulgaria and Hungary should he moderate in their demands. If Hungary demands territorial cession Burnanla would be compelled to yield hut will demand the complete transfer of minorities.
“Bulgaria’s claims will be settled soon, but the settlement of Hungary’s claims is much further away.” The Bulgarian Foreign Minister, M. Popoff, and a delegation arrived and lunched with M. Gigurtu. The Foreign Minister, M. Manoilescu, and the Rumanian Ministers at Sofia and Belgrade will represent Rumania in the talks, beginning at Craiova today. Rumania has officially invited Hungary to negotiate. It is stated that Germany’s insistence on an exchange of populations has stirred up a hornet’s nest where she most wanted peace. The exchange of populations will mean the exchange of half a million mountain people for plainsmen. No settlement is satisfactory to the Axis without exchange, but no settlement seems possible with exchange. Twenty-two leaders of Dr Manin’s anti-revisionist faction were put in concentration camps yesterday.
