NEW STATUTE IN RUMANIA FAMILY AND PROPERTY RIGHTS ABOLISHED. TAXES IN PLACE OF ARMY SERVICE. (By Telegraph—Press Association—Copyright) (Received This Day, 10.30 a.m.) BUCHAREST. August 8. A new statute debars Rumania's 750.000 Jews from owning rural properties, which the State takes over, and denies paternal rights to Jews whose children are not educated on national lines. No Jews can be baptised and no Jewish children join the national youth organisation. All Jews, except those nationalised before 1918, or ex-Service men, are prohibited from membership of administrative boards, the transaction of rural business, the sale of alcohol, teaching, cinema ownership, publishing .or service in the Army, for which taxes are being substituted.
