WASHINGTON, August 8,
The Secretary of the Treasury, Mr Henry Morgenthau, stated that British tank experts advising United States Army officials on tank construction and design had already given the War Department valuable information regarding technical problems.
It is announced that the Reconstruction Finance Corporation has made informal but definite commitments for loans up to 200,000.000 dollars for new aircraft factories. About 8,000.000 is going to the Packard Company, to enable it to expand its facilities and carry out a Rolls-Royce aircraft engine contract.
The Navy Cross, for distinguished service. has been awarded to the master of (he City of Flint, Captain Gainard.

The British tank experts in the United States include Brigadier-Gen-eral D. H. Pratt, who commanded a tank battalion in the Battle of Flanders. Mr Morgenthau said: “The United States does not plan to produce special types for the British. If buying, the British take our tanks. Of course they are giving us the benefit of their experience.”
