SWISS REPORT COMMUNICATIONS CUT OFF. GERMANY'S SUPPOSED REASONS. BASLE, July 29. There are both civil and military reasons for the Germans’ action in cutting off all communications between occupied and unoccupied France. Germany needs all the available trains to prepare for an invasion of Britain, and she fears espionage and sabotage by refugees from unoccupied France. Also, she needs all the food supplies in the occupied territory for her troops. The civil reason is that the Germans are not prepared to handle the huge influx of refugees.
