SHIPS FOR CHILDREN
FROM EUROPEAN WAR ZONES POSSIBILITY OF AMERICAN ACTION. QUESTION OF SAFE CONDUCT. (By Telegraph—Press Association—Copyright) (Received This Day, 12.30 p.m.) WASHINGTON. July 26. With regard to the proposal that American ships should be used in the evacuation of children from the European war zone, President Roosevelt said the Government had not. yet arrived at the point of asking for assurances of safe conduct for the ships. He added that they were eager to do all in their power to aid in the removal of children from the war zones, but to attempt to withdraw them in American flag ships would be to assume a terrific responsibility, unless positive assurances were given that the ships could enter and leave British ports without being torpedoed or bombed. The next step probably would be to ask the British what vessels can be placed at the disposal of the evacuation committees. Mr Bloom announced that the Foreign Committee’s approval, which was given shortly after President Roosevelt’s statement, provides that the ships shall be unarmed, unconvoyed and clearly designated as refugee ships, with their safe conduct guaranteed by all belligerents.
