The “New York Tinies” makes an exclusive announcement that Britain has suggested to Die United States the pooling of British and American, including Western Hemisphere, war material resources., which would be allocated to various countries, except Germany, Italy and Japan or countries from which they could reach the totalitarian Powers. The- Washington correspondent of the “New York Times” says the American response is “lukewarm” because it is felt that it would mean an extension of the British blockade to the Western Hemisphere, with all the countries in it participating in the blockade, or it would mean the extension of total war to the hemisphere with the consent and assistance of it. It is understood the proposal will be made individually to the Latin American countries and will include a proviso to continue the arrangement in the post-war period It is believed the proposal will be discussed at the Pan-American Conference in Havana on July 20 in connection with President Roosevelt’s cartel’ scheme.
