President Roosevelt asked Congress to authorise an additional 4,848,171,957 dollars for defence in a special Message, asserting: “We won’t use arms in a war of aggression. We won't send men to partake in European wars.” The request makes funds and contract authorisations sought this session, for land, sea and air defences, approximately ten thousand million dollars. Today's request is for a 2.161,441,957' dollars cash appropriation and 3.0,000 contract authorisations. The latter will permit Congress to approximate a like amount. President Roosevelt said: ‘ The principal lesson of the present war is that a partial defence is an inadequate defence. So great a sum means sacrifices. so, large a programme means hard work and the whole country’s participation in the country’s total defence. This nation, through sacrifice, work and unity, proposes to remain free.”
