PRESIDENT ROOSEVELT’S POLICY AN IMPRESSION CORRECTED. GERMANY AND JAPAN NOT GIVEN FREE HAND. (By Telegraph—Press Association—Copyright) WASHINGTON, July 9. Supplementing the statement by President Roosevelt, issued through his secretary, Mr Stephen Early, and proposing a post-war territorial adjustment by continental or hemisphere consultation, Mr Early said any misunderstanding which had arisen from the statement was due to his oversight. “I intended to convey that conditions in Europe and Asia would be more to our liking if the minor nations were given a voice in the conduct of their affairs,” he added. “I did not intend to detract from Mr Cordell Hull’s explanation of the differences between the American and Japanese Monroe doctrines. I did not mean to convey that the United States had given Germany and Japan a free hand in their respective continents. Mr Cordell Hull told a Press conference that Mr Roosevelt’s statement was not intended to define new policies or modify existing foreign policies. t
