The expansionists have not concealed their hope that Germany would get control of the French navy, thereby weakening the British Fleet by necessitating a wider distribution of the ships and forcing Washington to move the majority of the American fleet to the Atlantic, simultaneously adopting a conciliatory policy to Tokio.
