The Municipal Council of the International Settlement announced that it is turning over to the special municipal government of the Japaneseappointed Mayor, Mr Fuhsiaoen, all the Chinese land records which the Chinese Government of Shanghai entrusted to the council for safe keeping when it evacuated Shanghai in 1932. The American authorities did not participate in the negotiations, whicii represent another retreat belore the demands of the pro-Japanese Nanking Government. Possession of the land records will permit Mr Fuhsiaoen's administration to identily landowners for taxation.
