PATRIOTIC FUNDS
STATEMENT BY MR JORDAN appeals i o public. POLICY AND PROCEDURE. The following statement is made by Mr T. Jordan. Mayor of Masterton. and chairman of the National Patriotic Advisory Council, relative to patriotic funds: "Judging from a number of enquiries that have recently been made to me it is evident that a great deal of doubt and misunderstanding exists in the public mind at the present time concerning patriotic funds and appeals. The appeal that was launched on May 12 by the National Patriotic Fund Board through the agency of the Red Cross Society and the Order of St John on behalf of the sick and wounded has now been closed. At a conference of the various patriotic councils and the National Board hold in Wellington on May 16 it was laid down as a definite policy that from the closing 1 of the Red Cross and St John collection no further appeals would bo madp to the public by the National Patriotic Fund Board and that all future collections should be made by the provincial councils.
“The conference also discussed the question of appeals to the public by societies for their ordinary peace time activities, that is, apart from patriotic purposes. It was decided that when any such appeal was being made the society making the appeal should indicate clearly to the public its purposes so that there should be no misunderstanding as to the object of its collection. At present I know that the local Red Cross society is making an effort for its own funds by means of a Paddy’s Market; and I know also that when this effort was first published the society stated that it was being made for this purpose. It is definitely not an appeal for soldiers or for patriotic purposes—there is no authority for such an appeal—but an effort to raise money to enable the Red Cross Society to carry on its ordinary peace time activities. If money is required by any organisation for patriotic purposes within the meaning of the Regulations an application to the National Fund Board or to the Provincial Council should be made for a grant; but any appeal to the public is quite unauthorised and is a breach of the Regulations.”
