It is learned that the Administration has placed a complete embargo on the export of machine tools for defence r f? s °V s ’ and has baited a number of shipments to foreign governments and concerns. This action was revealed to the Japanese Embassy Counsellor when he called on the State Department to inquire into rumours that such tools were being included in the “moral embargo on the export of war materials to Japan.
