TO ALL CONTINENTS ROOSEVELT’S CALL TO ACTION FOLLOWING ON EVENTS ALMOST INCREDIBLE. BIG SUPPLEMENTARY DEFENCE PROGRAMME. At Washington, Daventry states, President Roosevelt has presented a supplementary emergency defence programme involving an expenditure of one thousand million dollars. He has asked for action without delay. He said this action had been necessitated by the almost incredible events of the past fortnight in the European War. No State or individual could clearly foretell the immediate future. Not one or two continents, but all continents might become involved in a world-wide war.

Mr Paul McNutt, former High Commissioner to the Philippine Islands and hitherto regarded as a possible candidate for the presidency, in a formal statement cast aside his own presidential ambition and called on the nation to forget, tradition and draft Mr Roosevelt for a third term. “In his leadership lies the best hope of peace,” he said. “It is my sincere wish that he will accept nomination.”
