M Molotov, has forwarded a Note accusing the Lithuanian Government of conniving at the kidnapping , and torturing of Russian soldiers from the Soviet garrisons in Lithuania. He demands that these provocations cease immediately, otherwise the Soviet will be compelled to take other steps. INQUIRY ORDERED. (Received This Day, 9.15' a.m.) KAUNAS, May 30. Replying to the Soviet protest, the Lithuanian Government says it has appointed a special commission of inquiry and that any persons responsible will be punished.
