RUSSIANS MASSING
IN THE ODESSA REGION. PRECAUTIONS IN RUMANIA. By Telegraph—Press Association—-Copyright. (Received This Day. 10.5 a.m.) BUCHAREST. April 11. A message from the Russian-Ruma-nian border states that a large number of Soviet troops and reinforcements have arrived in the Odessa region from the north. The Government has issued a decree that all national defence factories must store supplies for use in the event, of a general mobilisation. Rumania has banned the export of sunflower seeds, of which Germany has. bought almost the entire crop.
