NAVAL BUILDING
ADDITIONS IN UNITED STATES. WITHOUT WAITING FOR CONGRESS TO PROVIDE FUNDS. (By Telegraph—Press Association.) (Received This Day, 10.45 a.m.) WASHINGTON. April 10. Without wailing for Congress to provide funds, the Navy decided immediately to commence the construction of two ten thousand ton cruisers, two seaplane tenders and six submarines. It is also accelerating the construction of a hundred warships at present, in the yards.
