Professor Kohn (Foreign Minister) said the damage that Norway was suffering at the hands of Germany was deeply resented and protests to Germany against neutrality violations were as strong as the protests made to Britain. “Norway,” he said, “is not supplying Germany with raw materials except those to which Britain has agreed. Norway is neutral because it is the only possible policy.”
